Una visione completa della città e del territorio implica la conoscenza della storia e dei progetti per l’avvenire. Nel corso degli ultimi tempi questa visione, che si era affermata grazie ad un impegno di natura sociale e culturale a vari livelli, si è molto articolata per via di un mutato rapporto tra gli abitanti stabili di una città e i nuovi residenti, fra i frequentatori dei luoghi e degli spazi urbani e gli immigrati, portatori di altre culture e altrettanto diverse prospettive ed aspirazioni. Questi fattori definiscono un “nuovo presente” del contesto cittadino, il quale va letto dialetticamente anche in relazione al “passato”,cioè alla città storica e alle radici culturali che nei secoli hanno generato e fatto sviluppare la nostra realtà. La città oggi, partendo da quella che riconosce come la propria identità, deve essere in condizioni di rileggere, reinterpretare e riproporre, in chiave sempre rinnovata, le risorse di cui dispone. In primo luogo dovrà far conoscere a chi la vive il proprio patrimonio civile, culturale, quindi dovrà far comprendere come questo si rispecchi nella scena urbana e orienti le attività economiche, la residenza e i flussi turistici. Solo così, trasmettendo ai cittadini la conoscenza degli autentici patrimoni culturali che li circondano, si può sperare che essi partecipino attivamente ai progetti di conservazione e riqualificazione, creando le basi per un equilibrato sviluppo economico e sociale. La conservazione dell’esistente e la progettazione di nuovi spazi devono basarsi su una concezione attiva del patrimonio architettonico, senza dimenticare quello sociale perché è il protagonista principale della permanenza e del cambiamento. Per avere una cognizione del patrimonio presente è necessario fissare, in modo prioritario e con chiarezza, quali sono i sistemi e i “giacimenti” culturali su cui puntare per il rilancio della città su nuove e più evolute basi rispetto a quelle precedenti. L’estensione generalizzata del concetto che sia necessario tutelare il centro storico è da far vivere come un fattore positivo ed è perciò necessario passare da una concezione “pubblica”, che vede i cittadini custodi e amministratori delle proprie radici culturali, ad una concezione “economica”, che vede gli stessi trasformarsi in soggetti attivi, in società private che possano gestire in proprio i beni culturali nel massimo rispetto e contemporaneamente in un’ottica produttiva. Il volume precedente E Borg dal Sarach, dedicato ad una zona caratteristica della nostra città, e questa nuova pubblicazione su uno dei borghi più suggestivi di Forlì vogliono essere utili strumenti per i cittadini e per le istituzioni deputate, tutti chiamati a svolgere un ruolo di guida dello sviluppo locale.
A complete vision of the city and the territory implies knowledge of history and plans for the future. In recent times this vision, which had become established thanks to a commitment of a social and cultural nature at various levels, has been very articulated due to a changed relationship between the stable inhabitants of a city and the new residents, between the frequenters of the places and the urban spaces and the immigrants, bearers of other cultures and equally different perspectives and aspirations. These factors define a “new present” of the city context, which must be read dialectically also in relation to the “past”, that is to say the historical city and the cultural roots that over the centuries have generated and developed our reality. The city today, starting from what it recognizes as its own identity, must be in a position to reread, reinterpret and propose, in a renewed key, the resources it has. First of all, it will have to make those who live it aware of its civil and cultural heritage, so it will have to understand how this reflects in the urban scene and orients economic activities, residence and tourist flows. This is the only way in which citizens can be made aware of the real cultural heritage that surrounds them, and it is to be hoped that they will actively participate in conservation and retraining projects, creating the basis for balanced economic and social development. The preservation of the existing and the design of new spaces must be based on an active conception of the architectural heritage, without forgetting the social one because it is the main protagonist of permanence and change. In order to have an understanding of the present patrimony it is necessary to fix, in a priority and with clarity, which are the cultural systems and “deposits” on which to aim for the revival of the city on new and more evolved bases than the previous ones. The generalized extension of the concept that it is necessary to protect the historical center is to be lived as a positive factor and it is therefore necessary to pass from a “public” conception, that sees the citizens custodians and administrators of their cultural roots, to a conception “economic”, which sees the same transform into active subjects, private companies that can manage their own cultural heritage in the utmost respect and at the same time in a productive perspective. The previous volume E Borg dal Sarach, dedicated to a characteristic area of our city, and this new publication on one of the most evocative villages of Forlì want to be useful tools for citizens and institutions deputed, all of whom are called upon to play a leading role in local development.
